The Russian Ambassador informed me to-day that the Russian Consul at Hong-Kong had reported that a Japanese Steamship the "Ochodchiodo Harou" left Hong-Kong on the 17th ultimo bound for Kobe or Yokohama with twelve cases of dynamite and a supply of melinite and detonators on board. The Russian Consul has apparently protested against this as infringing the principles laid down in Article VI of the Treaty of Washington of 1871.
I promised His Excellency that I would enquire into the matter.
